Professor Manzanetti brings to the classroom 30 years of experiences serving state and local governments.

For 13 years Mr. Manzanetti litigated public administrative and policy issues in private practice while with one of the preeminent large law firms in Sacramento. First Amendment, personnel, open meetings, construction defect, breach of contract, public records, low-income housing, were just some of the issues Mr. Manzanetti litigated in state and federal trial courts.

Mr. Manzanetti also was the general counsel for and co-chair of the Elk Grove Incorporation Committee. After the successful election approving cityhood in 2000, he was appointed the City Attorney for the newly formed City of Elk Grove, and served in that capacity for the next seven years. Creation of the administrative and operational structures of the city and issues of civil service, municipal services contracting, solid waste, public planning and land development, municipal finance, taking of private property, code enforcement, inter-governmental relations, police dispatch, communications and use of force, public-private partnerships, among other issues, were the daily fare of the City Attorney’s office. 

For 10 years, Mr. Manzanetti worked with California’s Department of Managed Health Care. The Department is the State’s regulatory body governing California’s managed health care industry, referred to as Health Maintenance Organizations. Mr. Manzanetti served as the Department’s chief enforcement counsel and as Senior Counsel in the Legal Affairs and Policy Development Unit of the Department’s Help Center.

Mr. Manzanetti is currently employed as the Legal Director of the Sacramento Valley Family Justice Center. The SVFJC is the local presence of a national organization of Family Justice Centers dedicated to providing holistic and trauma centered services to victims of domestic violence, sexual assault, elder and adult dependent abuse, and human trafficking.

Over the past decade, Mr. Manzanetti has taught legal and management classes at the University of Phoenix, the University of San Francisco, and at the University of the Pacific’s McGeorge School of Law.

As an undergraduate, Mr. Manzanetti was on the varsity debate team and at McGeorge School of Law he was on the Mock Trial Team, a member of the Order of the Barristers and an Assistant Editor of the Pacific Law Journal.
