Professor Gould is a noted expert on water law. He was in private practice in Denver before beginning his academic career at the University of Wyoming Law School. He was the associate dean from 1975 to 1982 before coming to Pacific McGeorge. Professor Gould co-authored Cases and Materials on Water Law, a casebook which is used at many law schools throughout the country. He also wrote State Water Law in The West: Implications for Energy Development. Professor Gould is a frequent speaker at public policy conferences on Water Law and Public Lands. He is a past president of the Rocky Mountain Mineral Law Foundation and the editor of that group’s water law newsletter.
