Pacific McGeorge Elevates Two of Its Own To Dean

Elizabeth Rindskopf Parker, Dean at Pacific McGeorge School of Law has appointed two of the school’s current faculty to her executive team. Christine Manolakas will take over as Associate Dean for Academic Affairs, a position held by John Sprankling for the past five years, and Tim Naccarato will report to Dean Manolakas as Assistant Dean for Academic Programs, a new position at the school.
Dean Manolakas began her tenure at Pacific McGeorge in 1977 teaching courses in the law of federal income taxation in both the J.D. and LL.M. programs. Nearly 30 years later, she has developed academic specialties and produced substantial scholarship in the areas of international tax law, the interpretation of tax treaties, and the comparison of the tax laws of the NAFTA countries. She has also published numerous articles examining the taxation of individuals and business entities, and community property law.
“These are exciting times at Pacific McGeorge,” said Dean Manolakas. “Perhaps more than any time in its history, the law school is taking a leadership role in areas of global business and development, government law and policy, advocacy and dispute resolution, and national security. Pacific McGeorge is being recognized worldwide.”
Dean Manolakas earned a B.A. degree from the University of Southern California, a J.D. degree from Loyola Law School of Los Angeles, and an LL.M. in Taxation from New York University. Prior to coming to Pacific McGeorge, she practiced law in San Francisco and, within the last few years has taught courses for the California CPA Education Foundation.
Prior to taking over as Assistant Dean for Academic Programs, Tim Naccarato, a graduate of Pacific McGeorge, was Director of Academic Support since 2002. In that capacity, he managed the Skills Hour program for first-year students, and taught Criminal Law and Principles of Agency.
In 1998, Dean Naccarato retired as a colonel from the Army JAG Corps where he served in varied assignments throughout the United States and overseas. He then worked as a civil litigator in two prominent law firms in Sacramento.
“We designed the new Assistant Dean’s position to manage the growing need for increasing student services, such as on-line registration,” explained Dean Parker. “Tim Naccarato is eminently qualified to lead the school in delivering a variety of student-focused innovations.”
Among his assignments, Dean Naccarato served as the Chief of the Army Litigation Division in Washington D.C following a one-year Fellowship at the U.S. Department of Justice, Civil Division. He also served as the Chairman of the Criminal Law Department at the JAG School in Charlottesville, Virginia, and as the Commander of the U.S. Army Claims Service in Fort Meade, Maryland. Early in his career, he served four years as a Military Police Officer, including a tour in Vietnam. In 2004, he was appointed as the Chief Justice of the California Military Appeals Panel. Dean Naccarato is a graduate of the University of California at Santa Barbara.
Professor John Sprankling with return to the full-time faculty, teaching courses in property, real estate and hazardous substances. “The faculty, staff and students at Pacific McGeorge’s have benefited tremendously from Professor Sprankling’s leadership,” said Dean Parker. “In addition to the academic program, he has been instrumental in advancing many areas of the law school including marketing and admissions practices.” Professor Sprankling also chairs the American Association of Law School’s (AALS) section on Property.
Fall classes begin at Pacific McGeorge on August 15 with one of the most highly credentialed entering classes in the school’s 81-year history.
