The November 2004 California Initiative Review (CIR), published by University of the Pacific McGeorge School of Law students, is available on the law school’s web site at www.mcgeorge.edu/cir. The CIR is intended as a source for voters and legal observers who are taking a closer look at California’s upcoming propositions on the November 2 ballot.

“With a hard look at potential drafting issues and constitutional questions the CIR puts California’s 16 initiatives under the legal microscope,” said Professor Mary-Beth Moylan who teaches the initiative seminar at Pacific McGeorge. “By offering analysis, our students hope to help voters see potential legal issue that could arise if a measure passes.”

The seventh edition of the easy-to-read publication covers issues on the general election ballot and is designed to provide nonpartisan legal analysis for voters and the media. This CIR volume features objective reports on all 16 statewide ballot propositions that will appear before you on November 2.

The student authors are: Chad Salzman, Proposition 68 and Proposition 70; Stephen Strain, Proposition 1A and Proposition 65; Jennifer Wada, Proposition 60 and Proposition 60A; Cherie Ackerman, Proposition 63; Julia Blair, Proposition 61; David Bainbridge, Proposition 72; James Bourbeau, Proposition 64; Jennifer Hubbs, Proposition 69; Miki Liviakis, Proposition 67; Al Lundeen, Proposition 59; Reuben Nocos, Proposition 66; Rebecca Olson, Proposition 62; and Joshua Stevens, Proposition 71. The CIR student editors are Saira Din and Dean Okimoto.

The authors and editors worked under the supervision of Professor Moylan. The California Initiative Review is produced under the auspices of the Capital Center for Government Law and Policy at Pacific McGeorge.

Student writers and editors are available by calling Mike Curran, 739-7115. Professor Moylan may be reached at 739-7223.
