Judicial Administration Bureau

The Judicial Administration Bureau brings an objective voice to judicial reform through a range of activities. It directs the Center for Access to the Courts through Technology, established with residual settlement funds pursuant to the Sacramento Superior Court's cy pres powers. The Center makes grants to provide automated access to court information and processes. To date, the Center for Access has provided grants to:

  • The Chicago-Kent College of Law and the Illinois Institute of Technology's Institute of Design for examining court processes and recommending modifications to ease access for self-represented litigants throughout the United States.
  • The Abbas Law Foundation on behalf of the Council of Asian Pacific Islanders Together for Active Leadership to test whether cultural and language barriers to access to justice can be overcome in part by empowering community leaders through technology.

Through the Judicial Administration Bureau, Pacific McGeorge students have opportunities to conduct research and write reports with faculty supervision for the California Judicial Council Task Force, a judicial entity that studies court administration.

The Bureau sponsors the California Grand Jury Reform Project, an in-depth study of the Grand Jury in California that is anticipated to result in a report with recommendations for reform and proposed legislation.

The Bureau's Integrated Justice Systems Initiative proposes that federal resources provided to state and local governments through anti-crime legislation should be coordinated to integrate justice technology throughout all levels of government, and among the components of the criminal justice system, while protecting fundamental privacy interests.

Supported by a grant from the State Justice Institute, the Bureau developed curricular materials to assist judges and court managers who become involved in legislative processes. The materials have been published in three forms: as a text-based manual, as a web-based instructional program, and as a videotape.
