Tim Bittle

Director of Legal Affairs, Howard Jarvis Taxpayers Association


Tim Bittle is the Director of Legal Affairs for the Howard Jarvis Taxpayers Association. He coordinates litigation on behalf of the Association to enforce the constitutional rights of voters and taxpayers, and the provisions of Propositions 13, 218, and 26. He has been counsel of record on more than 20 published appellate victories.

Tim began his career with the Pacific Legal Foundation, where he gained notoriety as one of the attorneys in the landmark U.S. Supreme Court property rights case, Nollan v. California Coastal Commission. He has also worked for the State Legislature as a consultant for the Assembly Natural Resources Committee.

Tim graduated with honors from McGeorge School of Law in 1983. He and his wife Donna have three children and four grandchildren.
