Bringing Together The Nations Of The Nile River Basin

Professor Steve McCaffrey serves as the main legal advisor to the Nile River Basin Council of Ministers. In that role, he traveled to Bujumbura, Burundi for the group’s 14th annual meeting, participating in the portion of the meeting devoted to the cooperative framework agreement. While the ministers were not able to finalize the treaty, they made progress and additional meetings have been planned.

Working To Resolve Palestinian/Israeli Water Issues

Since 1999, Professor Steve McCaffrey has been assisting the Palestinian Authority in preparing for final status negotiations with Israel by advising the Palestinian Authority on water issues. Most recently, Professor McCaffrey met with the Palestinian Minister of Planning, whom heads the Palestinian Water Authority, in order to discuss the "Red-Dead Canal" --- a proposed project to convey water from the Red Sea to the Dead Sea that would drive a desalination plant and provide fresh water to Amman and the vicinity of Jerusalem.

Preparing Guidance to United Nations Environmental Officials

Professor Stephen McCaffrey and Professor Gregory Weber co-wrote a book on water issues entitled, GUIDEBOOK FOR POLICY AND LEGISLATIVE DEVELOPMENT ON CONSERVATION AND SUSTAINABLE USE OF FRESHWATER RESOURCES, for use by the United Nations Environment Programme. As well, Professor McCaffrey is working with United Nations Environment Programme officials on the UNEP water program.

Representing Nations Before International Tribunals

In March 2009, Professor Steve McCaffrey was in The Hague representing Nicaragua before the International Court of Justice (ICJ) in The Dispute regarding Navigational and Related Rights (Costa Rica v. Nicaragua). Professor McCaffrey is on a team that includes two of the world’s foremost public international lawyers, Ian Brownlie of Britain and Alain Pellet of France. Professor McCaffrey’s first pleading before the Court is available on the Court’s website (www.icj-cij.org). Last year, Professor Steve McCaffrey received The White Dual Cross Order for his service in representing Slovakia before the International Court of Justice in the Gabcikovo-Nagymaros Project case. It is Slovakia's highest distinction for foreign nationals who have aided that country. Slovakia received a favorable ruling from the International Court of Justice in this case, which involved a dispute over damming the Danube River.
