Jury Reports

One of the most distinctive features of the American judicial system is our substantial reliance upon direct citizen involvement on both grand and petit (or trial) juries. The jury system has been under attack in recent years as antiquated and dysfunctional. The Judicial Administration Bureau has focused its attention upon the health of the jury system in a series of reports encompassing the structure, function and performance of both the grand jury and the petit jury. We are committed to maintaining and strengthening the American jury, which has historically been a bulwark against government. Our reports and projects are as follows:

  • Clark Kelso served as reporter to the California Judicial Council's Blue Ribbon Commission on Jury System Improvement, and he authored their final report which was published in Volume 47 of the Hastings Law Journal at pages 1433-1592 (1996)
