J. Clark Kelso, Professor of Law
State capital insiders look to Professor Kelso for expert, impartial analysis on a wide range of topics and in all three branches of government - legislative, executive and judicial. He works closely with legislators and judges, in committees and on commissions, and has served in a number of appointed positions, including as California's Chief Information Officer for six years, and currently as the court-appointed receiver reorganizing the delivery of health services to California prisoners. Professor Kelso served as the Capital Center's Director for its first twelve years.
