Elizabeth Rindskopf Parker, Dean, Pacific McGeorge
Dean Elizabeth Rindskopf Parker became the eighth Dean in Pacific McGeorge history on July 1, 2002. A noted expert on of national security law and terrorism, Dean Parker served 11 years in key federal government positions, most notably as General Counsel for the National Security Agency, Principal Deputy Legal Adviser, Department of State, and General Counsel for the CIA. In private practice, she has advised clients on public policy and international trade issues, particularly in the areas of encryption and advanced technology.

Paul D. Paton, Professor, Pacific McGeorge
Paul D. Paton joined the faculty at Pacific McGeorge in 2008 as Associate Professor and Director of the Ethics Across the Professions Initiative. From 2004-2008 he was Assistant Professor in the Faculty of Law at Queen's University (Canada). His teaching, research and publications focus on professional responsibility in corporate contexts, the regulation of the legal profession, and ethics in government. He holds a Master's and Doctorate in Law from Stanford, an M. Phil. in international relations from Cambridge, and undergraduate and law degrees from the University of Toronto. He has twice been named a Fellow of the U.S. National Institute on the Teaching of Ethics and Professionalism, and has served as Vice-Chair of the Canadian Bar Association's National Ethics and Professional Issues Committee since 2007. His prior professional experience includes service as in-house counsel to PricewaterhouseCoopers LLP and head of its multidisciplinary practice initiative, Justice and Social Policy Advisor to the Premier of Ontario, and partner in one of Canada's leading law firms. He was Law Clerk to the Chief Justice of the Court of Appeal for Ontario. He currently teaches Professional Responsibility and Corporate Governance.

Willie L. Brown, Jr., Chairman and CEO, The Willie L. Brown Jr. Institute
Willie L. Brown served two terms as the 41st mayor of the City and County of San Francisco. Prior to being elected mayor, Brown served over thirty years in the California State Assembly, being reelected 16 consecutive times. Of those thirty years in the Assembly, fifteen years were spent as Speaker, the longest in California history. Brown has also served as the Chair of the Committee on Ways and Means, Regent to the University of California, Chair of the Revenue and Taxation Committee, Board Member on the Board of Trustees for the California State University System, and Board Member on the Board of Administration for CalPers.

Leslie Gielow Jacobs, Professor, Pacific McGeorge
Professor Jacobs has been a Professor at Pacific McGeorge since 1993. During this time, she has authored a substantial and important body of scholarship on constitutional doctrine, governance and national security. Currently, Professor Jacobs serves as Director of the Pacific McGeorge Capital Center on Government Law & Policy, dedicated to studying issues of federalism and government structure and aiding government policymakers who must navigate their complexities.

Clark Kelso, Professor, Pacific McGeorge
Professor Kelso is the current Federal Receiver for the California Prison System and is a Professor of law at Pacific McGeorge. Professor Kelso has worked closely with the leadership in the California Senate and Assembly and within the Judicial and Executive Branches on constitutional amendments, legislation, and rules of court to improve and reform the California Judiciary and the administration of justice. Professor Kelso currently teaches Remedies, California Legislature: Law Revision Seminar, Government Law Theory and Practice, and Issues in Governmental Lawyering.

James Lager, Deputy Ethics Counselor, U.S. Government Accountability Office
James Lager currently serves as the Deputy Ethics Counselor to the United States Government Accountability Office (GAO). Mr. Lager is GAO's principal advisor on conflicts of interest, ethics, and personal and organizational independence, and in addition to ethics-related matters, is GAO's subject matter expert on copyright and the government's use of web 2.0 modalities. Mr. Lager has previous experience as a labor and employment lawyer litigator representing private and government clients, and as lead congressional investigator examining violation of federal campaign laws. Mr. Lager also teaches courses in ethics, change management, leadership development, and communications styles, among others. Mr. Lager earned his bachelor's degree from Michigan State University, his Juris Doctorate from the Washington College of Law/American University, and a Masters of Science in Organization Development from American University/NTL Institute for Applied Behavioral Science.

Lance Cole, Professor, Dickinson School of Law, Penn State
Professor Lance Cole's teaching and scholarship reflects his extraordinary public service and private practice experience. In 2003 and 2004 Professor Cole served as a legal consultant to the National Commission on Terrorist Attacks Upon the United States, known as the 9-11 Commission. Professor Cole's research and teaching interests include the attorney-client privilege and the work product doctrine, government regulation of business entities, legislative practice and procedure, and white collar crime. Professor Cole teaches courses on business entities, legal ethics for business lawyers, federal securities regulation, and white collar crime. Professor Cole also serves as the co-director of the law school's Semester in Washington Program.

Richard Painter, Professor, University of Minnesota
Professor Painter is the S. Walter Richey Professor of Corporate Law at the University of Minnesota. From February 2005 to July 2007, he was Associate Counsel to the President in the White House Counsel's office, serving as the chief ethics lawyer for the President, White House employees and senior nominees to Senate-confirmed positions in the Executive Branch. Professor Painter has also been active in law reform efforts aimed at deterring securities fraud and improving ethics of corporate managers and lawyers. Professor Painter has provided invited testimony before committees of the U.S. House of Representatives and the U.S. Senate on private securities litigation and the role of attorneys in corporate governance.

Kathleen Clark, Professor, Washington University in St. Louis School of Law
Professor Clark is a Professor of Law at Washington University in St. Louis School of Law. She writes about ethics and national security law, and teaches in the law school's Congressional and Administrative Law Clinic in Washington, DC. She has taught at the University of Michigan and Cornell law schools, and has led government and legal ethics workshops in Europe, Africa, and South America. Clark has co-authored amicus briefs in cases involving prosecutors' obligations to disclose exculpatory information on behalf of legal ethics experts and the Center for National Security Studies.

John Sims, Professor, Pacific McGeorge
Professor Sims is a Professor of Law at Pacific McGeorge. Prior to joining Pacific McGeorge, Professor Sims clerked for Judge Frank M. Coffin and practiced law for 11 years as an attorney for the Public Citizen Litigation Group, a public interest law firm in Washington, D.C. founded by consumer advocate Ralph Nader. His primary research interests involve human rights, and problems arising under the First Amendment. Professor Sims currently teaches Constitutional Law, National Security Law, International Protection of Human Rights, and Professional Responsibility.

William Luneberg, Professor, University of Pittsburgh School of Law
Professor William V. Luneburg started his career at the United States Environmental Protection Agency in 1971 where he specialized in air pollution regulation. Since 1978 he has been a Professor of Law at the University of Pittsburgh School of Law where he has taught courses dealing with civil litigation, administrative law, legislation, and environmental law. His scholarly work has ranged over all of those areas. During the 1980s and early 1990s he served as a consultant to the former Administrative Conference of the United States. On the practice side, he has represented a variety of public interest groups in litigation involving air and water pollution problems, forest management, and endangered species protection. In 1995 he began his editorial work producing the 2d Edition of the American Bar Association's Lobbying Manual (1998), which was revised and updated in 2005 (3d edition) and will be published in an expanded 4th Edition in the summer of 2009 to reflect the substantial changes in the law effected by the Honest Leadership and Open Government Act of 2007. Beyond his work on the Lobbying Manual, he has authored various articles dealing with the reform of lobbying disclosure law and with the constitutional issues presented by lobbying disclosure. He is currently Chair-elect of the ABA's Secition of Administrative Law and Regulatory Practice and has been Chair and Vice-Chair of its Legislative Process and Lobbying Committee.

Tom Susman, Director, Office of Governmental Affairs, American Bar Association, and Chair, Ethics Committee, American League of Lobbyists
Tom Susman, of Washington, is the Director of the American Bar Association's Governmental Affairs Office. He took this position in early 2008 after serving as a partner at the law firm of Ropes & Gray, where he maintained a diverse government relations and regulatory practice since 1981. Mr. Susman is a member of the American Law Institute and chairs the Ethics Committee of the American League of Lobbyists. He has been an adjunct professor at the American University's Washington College of Law and held a number of leadership positions in the American Bar Association.

Matt Jacobs, Partner, Stevens, O'Connell, & Jacobs
Matthew Jacobs is a partner for Stevens, O'Connell, & Jacobs. His practice focuses on trials, litigation, and crisis management, including defending businesses and individuals in white collar, health care fraud, securities, antitrust, and environmental enforcement actions, as well as California legislative investigations. He provides counsel on internal corporate investigations, class action defense, and real estate and contract litigation. He served as First Assistant United States Attorney and chief of the Criminal Division from 1997 through 2000, prosecuting and supervising significant cases in health care fraud, tax fraud, corruption, investment fraud, and environmental crime.

Mike Belote, Lobbyist, California Advocates, Inc.
Michael Belote has over 25 years experience in representing a variety of clients before the Legislature and state regulators. Before joining California Advocates, Mike worked as a legislative advocate for the California Society of Certified Public Accountants followed by the California Association of Realtors. He has also served as Vice President and Legislative Counsel for the California Land Title Association. In the latter capacities, he gained valuable knowledge in land use and development issues. Mike's activities in the legislative process have spanned a broad array of issues, including financial services, real estate, health care, the judiciary, and local government. He has been involved in such diverse endeavors as creating new occupational licensing laws, fostering economic development, shaping state tax policy and influencing the budget process. Mike is a graduate of the University of California at Berkeley and the McGeorge School of Law. He is admitted to practice before the state and federal courts in California.
