McCaffrey Goes To Africa Again

Professor Steve McCaffrey traveled to Bujumbura, the capital of Burundi, on May 2 for the 14th annual meeting of the Nile River Basin Council of Ministers.
As the group’s main legal advisor, he participated in the portion of the meeting devoted to the cooperative framework agreement. While the ministers made progress, they were not able to finalize the treaty. They accordingly set another extraordinary meeting for August in Cairo, Eqypt. It will be his third trip to Africa in the past five months. He was in Addis Ababa, Ethiopia in April for a special meeting called for the sole purpose of considering the report of the Negotiation Committee on the framework agreement draft.
