In the business world, chief information officers are the top judges of which technologies are worth spending money on. J. Clark Kelso fulfills that role for the entire state of California.
As the governor's appointed chief information officer, he's responsible for all of the state agencies' computer systems, as well as figuring out which technological changes — such as improving state Web sites — can help Californians interact better with their government.
