Executive Training on Water Rights in Groundwater: A Deep Dive into California Groundwater Rights

California’s Sustainable Groundwater Management Act preserves existing water rights in groundwater. Agencies and project proponents must address such rights in sustainability planning, projects to increase yield, and pumping reductions. Yet California's structure of groundwater rights is notoriously complex, directly related to hydrologic conditions, and complicates the goal of sustainable groundwater management.

This executive training will provide a hands-on workshop in which instructors will unpack the law of California groundwater rights in simple, everyday language. Participants will have the opportunity to apply their newfound knowledge by identifying water rights in a simulated basin, and discussing water rights considerations in groundwater management.

Intended audience includes community members and non-lawyer professionals interested in groundwater policy, science, or law; proponents or planners for groundwater recharge, banking, or transfer projects, or projects dependent on groundwater; students; and attorneys who want a deep dive into California groundwater rights.

The McGeorge Capital Center for Law & Policy gives students the chance to learn among leaders in the law and policy arena. McGeorge is an interdisciplinary school nationally for students who desire careers as public policy advocates.
