Board of Advisors
The following have been selected as the Board of Advisors for the Enhancing the Rule of Law by Building Professional Legal Skills program:
Bryan Bachner
Dr. Bachner was the first American to receive a PhD in Law from Wuhan University. He is a former Associate Professor of Law at the City University of Hong Kong, and is presently Assistant Director of Legal Research and Chief of the Eastern Law Division, The Law Library of Congress at the Library of Congress.
Phyllis Chang
Mrs. Chang is a Consultant for The Spangenberg Group (TSG) and Executive Director of China Law and Development, Ltd. Before forming her own company, Ms. Chang was Program Officer, Democracy and Rights at Ford Foundation, Beijing.
Amy Chang Lee
Amy Lee is presently the resident Legal Advisor to the U.S. Embassy in Beijing.
Jamie Horsley
Ms. Horsley is the Deputy Director of the China Law Center and a Lecturer in Law at Yale Law School. Previously, Ms. Horsley was a managing partner of the China offices of Paul, Weiss, Rifkind, Wharton & Garrison; a Commercial Attaché in the U.S. Embassies in Beijing and Manila; Vice President of Motorola International, Inc. and Director of Government Relations for China for Motorola, Inc.
Jiang Bo
Mr. Jiang is the Secretary General of the China Education Association for International Exchange (CEAIE). CEAIE, which is administered by the Ministry of Education, undertakes and coordinates all of China's international educational exchanges. Mr. Jiang was previously the Deputy Director General of the Department of International Cooperation and Exchange in the Ministry of Education.
Jiang Ping
Professor Jiang Ping served for five years as a member of the Standing Committee of the National People's Congress of China, and for three years as President of the China University of Politics and Law. As a member of the Standing Committee, one of the most prominent organs of Chinese legislation, he acted as a principal drafter of civil, business, and administrative law. Professor Jiang is widely regarded as an instrumental figure in the development of China's modern legal structure.
Kong Xiangjun
Since March 2001, Justice Kong has served as the Deputy Chief of the Administrative Law Chamber of the Supreme People's Court of China. He previously served as Deputy Chief of the Antimonopoly Division of the State Administration for Industry and Commerce, and has also served on the Heze Regional Intermediate Court in Shandong province.
Liao Xinzhi (Henry)
Mr. Liao has worked for major Chinese and international law firms as well as multinational companies, and has extensive experience in securities and M&A transactions. A J.D graduate from the University of Michigan School of Law and a LL.M. Pacific McGeorge alum, Mr. Liao is presently a partner at King and Wood. Prior to working at King and Wood, Mr. Liao was a partner at the Guangdong Trust law firm, and legal counsel at P&G and Guangdong Teem (Holdings) Ltd.
Jay Pottenger
Professor Pottenger is a recognised scholar in the area of clinical law and currently holds the position of the Nathan Baker Clinical Professor of Law and Director of Clinical Studies at Yale Law School and also Director of Yale's Clinical Program (the Jerome N. Frank Legal Services Organization). He works intimately with Yale's China Law Center, which has resulted in clinical exchange programs between Yale and China.
Ran Hao
Ran Hao is the Deputy Head of the Branch of Comparative Law Studies and Associate Editor at the Institute of Law of the China Academy of Social Sciences in Beijing.
Barbara Schatz
Barbara Schatz teaches the Nonprofit Organizations/Small Business Clinic at Columbia Law School. Her principal areas of interest include nonprofit organizations, microenterprise, community development, and clinical teaching (including the introduction of clinical methodology to countries in Eastern Europe, the former Soviet Union, and China). Before joining Columbia, Barbara Schatz was the executive director of the Council of New York Law Associates.
Xie Junlin
Xie Junlin received her PhD in Law at the University of London in the United Kingdom and is a First Grade Lawyer and Expert Consultant at the Guangzhou Government Services law firm.
